Unofficial members of Legislative Council celled on me this morning regarding the delay in approval of racommendations of the Commission. They sinted that they were in general agreement with the report and with the adjustment in the lower paid salary which had become necessary as a result of recent strike and they axpressed their concern that the fact, thes they have not hitherto protested in public concerning delay, might be misinterpreted by the public as evidence of their lack of interest in public affELPS, They therefore gare me formal notice that if no decision le reached by 31st December, they propoze to make thele usbibude cisar te the public at the following meeting of the Legislative Council.

I have on a number of occasione fully

stpassed the danger of delay. Discontent in publio services is growing, and I am apprehensive of the affect of sny publicity in Legislative Council and particularly of the effects of the press comments which will follow. I can only repeat that the lower grade salaries are responsible for 60 per cent of the total wages bilk,

Bad that if the situation gate out of hand, this Government may well be forced to adjust upwards, rates recommended by the Salaries Commission, Cost of adjustment in respect of monthly paid employees as a result of recent strike (paragraph 5 of my telegram No.1876), is an example of what may happan.
